Providers as Debt Collectors

Why is this so disturbing? The University or Virginia Health System's collection operation:

"Every year, the health system sued about 100 of its own employees who also happened to be patients. It garnished thousands of paychecks, largely from workers at lower-pay employers such as Walmart, where UVA took wages more than 800 times."

Of all the problems we have with the U.S. system this might be worst. The system generates bankruptcy-producing costs to people who have little choice in accepting those prices. People who move off Medicaid need to keep a hedge against catastrophe. As probably does everyone else well up the income ladder.
